HIPS are also required for new build properties. If the property is being marketed off plan (prior to completion), a Predicted Energy Assessment (PEA) is required in the Home Information Pack (HIP). If the house is completed, then an On Construction EPC is needed for the HIP. This type of EPC is produced off the plans and not from a site inspection.
